Remove "Shutdown" Option just on TS

How do I remove the "Shutdown" option just for terminal
server sessions...I still want the user to be able to
shutdown there local pc on the network/domain.

Create a loopback group policy that only affects the
terminal servers. Then through group policies you should
be able to remove the shutdown option from the start menu
without affecting people's local workstations.
