Remove Outlook

I am trying to completely remove Outlook to reinstall it.
I have completely removed the program, but everytime I
reload it all the folders are still there. I looked for
PST files, as I thought that's where that stuff lives, but
none exist.

How can I clean Outlook off completely?

PST files are hidden files on Windows XP. Try to search for hidden and
system files and see if you find any then.

The pst is purely a data file containing yr email/contacts, keeping the pst
has no effect on the OL uninstall/reinstall, other than OL will find an
existing pst in the default installation on reinstallation.
eg if you uninstall Word you still have all yr word docs.
You can, if you desire within OL create a new, completely 'bare' pst, then
close the prev. pst.
Delete it if you wish but be aware all old data will be lost.
