remove IE

How can i remove OE and IE 6 SP1 froma W2K adv server and W2003 server??
It is not in the add remove programs...
Both are latest versions .

Both OE and IE are core system programs and are not
designed to be removed. If you attempt to remove them,
your system will become unstable and dysfunctional.

Okay main reason I am asking is cause I have a eng OS where users access
thru TS but users need interface in Jpn thus wanted IE in particular to be
in the local language which I couldn't find a way to do that...
Also trying to get users to switch to using Outlook(jpn) not OE(which is in
Eng) but they keep looking for OE as it is what they are used to..
Any ideas??
