I notice I have many files in the Windows folder that are apparently are
uninstall files.

Do I need to keep these?

Also, in the Windows\Temp folder there are many files and folders
containing other files.

Is it safe to delete these?

Only keep them if you dont want to uninstall them.

Easy yes, always safe to delete files in temp/tmp.

Now I am really confused. When you say keep them only if you don't want to
install them. Does this apply to just Windows updates of for application
files also. IOW, if I delete all of the uninstall files then can I use
Add/Remove programs to actually uninstall, say, Microsoft Office or
WordPerfect, etc..?

Second, you say it is always to delete temp\tmp files. The ones I was
referring to were in the Windows/Temp folded. Are we talking about the
same folder. The one I am referring to includes suck folders names History,
Temporary Internet Files, Cookies,
-ISTMP1.DIR and many others. Or, are you just referencing files that have
a \tmp suffix?
