What is a good way to remove Documents from all start menus on a single user
home computer? I've already done this for my administrator profile using
TweakUI, but in the Power User profile the OS won't accept the change, and I
haven't been able to locate a registry hack that offers a global solution
(so that the edit could be accomplished from within the administrator
profile).

Try this:

Use the Group Policy editor (start > run, enter gpedit.msc)

Navigate to User Configuration > Administrative templates > Start Menu &
Taskbar.

Enable:

"Remove the Documents menu from the Start menu"
"Do not keep history of recently opened documents" and
"Clear history of recently opened documents on exit"

Good luck!
