Remove All Instances of XP Pro Network

Due to many factors I want to create a new network (home)
with a clean slate.
I uninstalled my LAC/NIC but reboot lead to another LAC
created by windows with no hardware wizard.
I can't believe there is no way to delete workgroups in
Explorer or via a Registry Edit
Any suggestions will be appreciated

Workgroups don't appear in the registry, and there's no way to
explicitly remove a workgroup. If there are no computers that belong
to a workgroup, it will automatically disappear after a time.

When you reboot after un-installing a NIC, Windows XP re-detects and
re-installs the NIC, which creates a new local area network
connection. That's normal behavior. What would you like it to do
instead?
