Remotely Create Folder and Rule in Outlook 2000 or 2003

Hello. Thanks in advance for your help, and pardon the question if
the answer is obvious.

I'm in a Windows 2000 environment with Exchange 2000 and Outlook 2000
and 2003 clients. We recently added a spam filter that will tag, and
deliver all incoming spam with the word "spam" in the subject line.
I'd like to create a folder in everyones mailbox, and a rule that will
move the tagged messages into the newly created folder.

I only have about 150 clients. Is there an efficient way to automate
this task, or should I touch every computer?

It looks useful, but $1000 is too expensive for me.

I looked at an excerpt from Sue Mosher's Outlook Programming book, and
it looks like vba could automate the creation of the folder, and the
filtering of the messages. But is there a way to apply the vba to
remote machines automatically? Or is there another way to do this
altogether?
 
Oh, that's much more reasonable. I assumed that I would need
unlimited licenses(which is listed at $1000), but now I see that only
one license is needed per server.
