No...call using the LAN IP of the PC if your on a LAN, or the public internet IP from a remote
location.

But how come i can't connect to my computer using my
friend's computer. I know my ip and checked allow user to
connect remotely?

Is your PC behind a firewall/NAT/router? Are you calling over the public internet from a remote
location? If so, forward/open TCP Port 3389. Call using the public IP of the firewall/NAT/router.

how to find out router's ip, and how to open TCP Port 3389

From the PC behind the router, ie. the PC your trying to Remote Desktop to, go to
http://www.whatismyip.com to get the public IP. Look at the manufacturers support web site or your
users manual for information on forwarding/opening TCP Port 3389. Some routers call this "port
forwarding", "virtual servers", etc...
