Remote Desktop & Windows Firewall

I can only connect to a computer using Remote Desktop if the Windows
Firewall is turned off. If I leave it on and have Remote Dekstop checked
under the Exceptions tab, it will not work. But it should work, correct? Why
does it not?

While playing around here and trying to get this to work, I have discovered
that I need to have the pc setup with a static ip address in order for this
to work.
 
I am able to Remote Desktop using the IP Address but not the computer name.
It should work either way. The way it is now, I would need to assign a
static ip to every pc. Any ideals why it will connecvt by IP but not by
name? I have named the computers "CPU***". The last three digits is the
number the pc has assigned to it.
