Remote Desktop - programs available to different users

Hi all,
I was recently hired into an environment (a bakery) where several users
are without their own computer. As the bakery becomes more and more
automated, certain people without computers need access to email etc.
We have a terminal server and one user who currently remote desktops
into it for her daily work. I want these other users to also remote
desktop into it but I don't want them to have access to the same
programs she has. When I log in as them, I see Great Plains, etc.
which are the programs the first users has to have access to. I don' t
want users 2 and 3 having access to them. I realize GP has it's own
password associated with it, but I would like the users to not see
those programs at all.
Can anyone tell me how to customize the remote desktop for each user?
When I try to remove the shortcuts when logged in as user 2, it won't
let me remove the GP icon.
