remote desktop limitations

Sorry in advance for a repeated questions.....

Someone please explain to me why I can only have 2 remote desktop users
connecting to a windows2003 Small Business Server.

that is because anything more is actually using it as a terminal server.
Even the two allowed connections uses TS manager.
