Remote Assistance

I am attempting to do Remote Assistance within a local network. I enter
a computer name or a local IP of the computer to which I want to connect
to and click NEXT. Then an error message says:

Your offer to help could not be sent.
Do you have the correct permission on the remote computer?

The remote computer is set to have session for Remote Assistance.

What needs be done to solve this problem?
 
I have found a Help file which details how to do. I will post back if
still unable to resolve the problem even after following what is in the
Help file.
 
The Help file says that there are two way to do it: 1) Let the person
who need help make Remote Assistance request, 2) Helper connects his PC
to other PC which needs help.

To do it by 1) above there are three methods one of which is sending
Remote Assistance request through an instant messaging which supports
Remote Assistance. Now my question: Is there such instant messaging
software available for Windows Vista? Windows Live Messenger does not
seems to support the Remote assistance.
