No, you do not need a Terminal Server CAL, nor a TS Licensing
Server.
The way to install Terminal Services for Remote Administration
differs between W2K and 2003:
In W2K: install Terminal Services (Control Panel - Add/Remove
programs Add/Remove Windows components)
In 2003: do *not* install Terminal Services, since this implies
Application Server mode. Just enable Remote Desktop for
Administration in Control Panel - System - properties - Remote,
just like on XP.
