Remote Access Manager

I had "Blaster" virus and cleaned it up but also did a re-
install(repair) of XP Pro. Now I can not make a new
internet connection for a dial-up because it's shaded on
the pick list as an option making it not available. "Help
& Support" steered me towards the Remote Access Manager"
but it will not start returning the error 5 "access
denied". I'm logged on as the administrator. How do I get
XP Pro configured so the dial-up choice is available as
part of a new connection built by "Wizard"? At present
there is no connections listed and I'm not on an LAN.
