I think from what I have read in your reply that I am beginning to
understand more what the problem is. I have upgraded from Windows XP Home
to Professional. I have always been vigilant about doing Windows updates.
I used a Windows XP Professional disk that is over two years old. I suspect
the problem lies somewhere here. The modem works as I tested it using my
dial in number, and it came back with a positive result.

One of the knowledge base articles says to install SP1, which I can't do
without an Internet connection.

Follow the URL given by David and order the Security Update CD which contains SP1 and all the updates (till Oct '03). For immediate fix, follow the Workaround part given in Q329441. See the original thread for my reply.
