Remote Access Connection Manager

I tried loading the latest updates to XP home and my
computer would not boot up. I reloaded XP home from the
disc and now I can not connect to the internet. The
Remote Access Connection Manager won't start. It gives
me an Error 05 'Access is Denied' message. I don't know
where to go to from here. Any help would be appericated.
