Remote Access Connection Manager hangs

Hi all.

I am trying to set-up a VPN connection from a Windows 2000 Server to another
machine but found I could not select VPN connection from the network
connection wizard. Subsequent searching on the web revealed that this was
because the Remote Access Connection Manager service was disabled (don't
know why). So anyway, I re-enabled it but it will not start no matter what
I do, including rebooting. Sometimes I get 7022 error in the system log
saying that the service hung on starting. Other times it will just stay in
the "starting" state and never report a problem or successfully start. Any
suggestions of how to fix this? Can this component be re-installed?

Can you provide us with logs so that we can better understand the issue?
Logs will be available in %windir%\tracing directory.
You can enable the logs by running the following at command line:
netsh ras set tracing * enable

Moreover, do you see any event logs related to Ras?

Hi Dinesh.

I don't seem to have a tracing directory at all and the only event log
message I have ever seen relating to ras is the one I mentioned before about
the service having "hung on startup". I started the server this morning and
it still says "starting" against this service with no errors in event log.

Did you run the command line which I mentioned and still you dont see the
tracing directory (in %windir%)?
I just did it on my machine and it works fine for me.

Hi,

I am having the same problem on my machine. I wanted to add a VPN
connection, so I click Make New Connection and it hangs on the first
dialog box. I am running Windows 2000 Professional, SP4.

I can reproduce the problem by trying to start the Internet Connection
Sharing service. When I do, it waits a while then returns the error:

Could not start the Internet Connection Sharing service on Local
Computer.
Error 1068: The dependency service or group failed to start.

I tried enabling logs as you suggest below, and there are two files in
the tracing dir, each of size 0 bytes. The filenames are RASADHLP.LOG
and RASAPI32.LOG. I see nothing in the event viewer related to RAS,
only the following two errors:

Event ID: 7022, The Remote Access Connection Manager service hung on
starting.

Event ID: 7001, The Internet Connection Sharing service depends on the
Remote Access Connection Manager service which failed to start because
of the following error:
After starting, the service hung in a start-pending state.

I don't know if any of this stuff is relevant, but I'll mention it
anyway:

I had two network cards in the PC and was using Internet Connection
Sharing, and I've since removed one of the cards.

When I (re-)installed Windows, I thought I might have been hit by a
virus, because I couldn't install any of the updates at the Windows
Update site. Similarly, I couldn't install McAfee Anti-Virus
software. I was able to get around this by manually starting the
Remote Procedure Call service, which was stopped for some reason.
