How do I log into my outlook express from another
comuter. I trried using mail2web, but it is telling me
that I don't have anynew messages. I know that I have at
leat 13.

You can't. You can't share over a network with Outlook Express. Mail2Web is
just a webinterface to acces POP3 mailboxes. In order to see the messages
they still need to be on the server and not have been downloaded by a
mailclient yet.
