Reminders pop up behind other windows

After 2000 to XP upgrade, reminders now pop up behind
other windows, so my users do not see them if they are
working in other applications. I have tried teh
cleanreminders swoch, the cleanfreebusy switch and the
reset folders switch. Jow do I fix this annoyance for my
users?
