Reminders Don't Remind unless Outlook Running

I currently use Works 99 Calendar. Reminders come up no
matter where I am in the computer or what program I'm
currently using. Outlook 2002 (student & teacher)
reminders seem only to work while Outlook is open. Is
this the case? or should reminders come up regardless of
the program I'm using?

How can I get the reminders to work without having
Outlook 2002 running constantly?

works calendar's reminder service is running...

outlook doesn't have a reminder server and therefore, it needs to be
running.
