Remember each folder's view settings not working

I have a user's folder view setting set for "Remember each
folder's view settings" unders Tools, Folder Options,
View. However, when the user makes changes to the view
of a particular folder it is not retained. The user can
make changes to folder views that are global, but
individual folder options are not being remembered by the
system. What is the cause of this? What is the fix?

I'm seeing the same problem after "upgrading" to IE6 fromn 5.5. Even
though "Remember each folders view settings" is checked, the settings are
not retained.
