Reloaded Win XP, but.....

I have a friend who had a corrupted windows file but couldn't resolve the issue and ended up reloading Win XP. After doing so, he discovered that none of his programs will execute now. When looking under "start", "programs", it no longer displays the programs. But, the program folders all still exist, as do the .exe, but none will run.

Any suggestions or insight?

Ok, first of all you say he reloaded xp. Did you mean it was reinstalled or a repair was done or a restore? I'll go from there when you answer, for many reasons.
