reload windows Explorer

Hey, I've got a problem. It happens to me sometimes: I get an error, and a message that lets me know that windows explorer will shut down (or stop, or something of that kind). That means that I don't have the task bar, or any of the desktop icons.
And here is the question: how can I restore the explorer? (without restarting the computer\switch users back and forth). Casue runnig Explorer.exe from the run window won't do it, it'll only open the default explorer window ('My documents' in my case). thanks
 
To fix your system settings for Restart
Right click on MyComputer then select properties and then Advanced tab. Left click the Settings button in the "Startup and Recovery" section. If there is not checkmark for Automatically Restart in the "System Failure" section, then make it so and then click Ok button

To open Explorer to a path other than MyDocuments using Run
You need to furnish Explorer the path in the Run box; for example: explorer /n,/e,C:\
