Will the release version of MSAS only be available by purchase or will it be
available for free download?

Although I don't mind paying for good software, one could argue this type of
utility should have been in Windows in the first place.

Many times explained here - there will be two versions of MSAS - free one,
for legal Windows users; and a second one, payable, for the corporations,
but with extended management functionality through GPO/MMC.
 
The current one we are presently testing will be made available to all
licensed Windows users for free in its final state, possibly under genuine
advantage.
