relaying to <address> prohibited by administrator

I have a new xp and an old PC(win98)networked
through "2wire" device with a high speed internet
connection (SBC). I can receive email and and download
data on both but can not send email from old pc. This is
the error message:

"Alert! An error occurred while sending mail. The mail
server responded: relaying to <address> prohibited by
administrator. Please check the message recipients
again." (I have tried many addresses)

How do I get "administrator" to permit old pc to send
email using my old email address (I still have that
account on earthlink (and receive mail just fine) but
don't want to dial-up) I'm the administrator by default
(home office), but have no idea how to do this or whether
it can be done at all.

You are trying to send mail using one ISP's outgoing mailserver, whilst
being connected to the 'net by a different ISP.

You usually can't do that.
It's an anti-spam security measure.

You must use an SMTP server from the ISP you are connected to.
( or run your own. )
