Rejuvenate past-date Epson black cartridges?

I've got a bunch of genuine Epson black ink (of the 600/700 variety)
in brand new sealed packages. The use-by date is 8/2003. Admittedly
it's a bit beyond that now, but it surprises me that they just don't
work. There's liquid ink in them - if you're violent with one you can
prove that by making a mess - but it must be too thick or something.

Any thoughts on how to "rejuvenate" them?

Genuine carts should work with no problems for one or two years after
expiry date.
There is a chance you've got fakes, or your printer's head is clogged.
Please let me know serial numbers and expiry dates (if different than
8/2003) printed on the bottom of the boxes.

I vote on it. Genuine epson cartridges work many years after the expiration
date. There are many conterfeit carts in the market. Usualy the expiration
date is close, to persuade people for a good deal.

Date kind of "embossed" on bottom of box is 08-2003. Number embossed
below it is 0826CE. Barcode is 0 1034381232 1. The cartridge was
installed when the previous one ran out (light came on) during a print
job, would not print after numerous cleaning cycles. Printer went back
to work immediately (after a couple of cleaning cycles) when new
cartridge hot off the shelf at Sam's Club was installed.
 
The shelf life of ink cartridges will be extended if you store them in a
refrigerator (don't let them freeze).

Looks good (the same number should be present on the cart - only the last
character can be different). S020093 Cartridges manufactured after certain
date (at least 01-2001 - I checked this a few minutes ago on my cart, but
probably earlier than 2001 too) have expiry date 3 years instead of common
two years. But correct beginning of serial number and expiry date doesn't
mean for sure that your cart is genuine. You should take a close look to
other things like a hologram. Under strong magnifying glass you should be
able to see sharp square pixels.

unfortunately in russian ;), but pictures are worth looking.

There is a rare possibility, that genuine cart doesn't work properly. If
yellow foil isn't removed accurately, air can't get into the cart and vacuum
prevents ink flow. Sometimes (very, very rarely) the clear foil underneath
the cart breaks unevenly and a piece of foil sticks between seal and ink
needle. In this case an air flows into the head.
