The meaning of 'v' can be foundo n the REINSTALLMODE property.

v = Use to run from the source package and re-cache the local package. Do
not use the v reinstall option code for the first installation of an
application or feature.

Yeah, that's an interesting question. Why not? We routinely install and
modify all our packages with the v option (to work around a media bug in
earlier versions of MSI). I would like to know why too...

You don't use it on an initial install because you don't need it on an
initial install. If the product already happens to be on the system and you
use REINSTALLMODE=vomus you'd find yourself doing an update without
specifying what features you were using - you could add REINSTALL=ALL but
you'd still be doing an update instead of installing the new product like
you think you are.
 
Well for one thing, 'V' is used for recaching a package. If you haven't
installed the product yet, there's no need to recache it. Additionally, if you
set V in the REINSTALLMODE in a property in the package, you have the potential
to create reboots -- especially if you do this in the UI sequence using some
control event. In that case, it's an unnecessary reboot.
