reinstalling SP3

I have been getting an "explore.exe .. will shut down .. creating log..
restart program" error.
From my searches it seems that I need to reinstall SP3 with all applications
turned off.
Problem is, I'm up to SP4 and I can't reinstall SP3 because it won't update
due to newer files etc.
Do I have to uninstall SP4 and SP3 and start from there?

Service packs are cumulative. SP4 contains all of SP3. So uninstalling SP4
to apply SP3 would be a waste of time.

insatll with SP4 in place.
So I would have to uninstall SP4 and probably SP3 as well.

How do I uninstall them please?

First; I would doubt very much that is going to fix your issue. Second; why
not just reapply the current service pack SP4?
