It depends on what you are trying to achieve with reinstalling Outlook in
the first place. If you suspect an installer corruption, it will remain when
you would just take out Outlook out of your installation. For that you'd
need to completely remove Office first. For most of the other things, a
reinstall of Outlook isn't going to help you anyway as you are probably
trying to resolve a configuration issue. But that's just a guess of course
without knowing any details.
