I have had to reinstall my Windows XP O/S on a new hard drive as it failed on
my original hard drive.

On my old hard drive all files and programs seem to be intact (viewed by
putting hard drive in case and attaching to new hard drive via USB)

How do I now reinstall all the Microsoft software, eg Microsoft Office 2003,
when it was an OEM instalation, and I don't have the Office 2003 Disk?

You don't until you get said installation media.

How do I go about getting the installation media?

You have to contact the OEM who sold it to you with Office installed. If it
was sold to you with Office 2003 as a part of the deal - they have to give
you a way to restore said installation.
