Reinstall Windows Vista

My computer hangs when booting Windows Vista. I tried Startup Repair but it
didn't help. I can boot sucessfully in Safe Mode, but it hangs when I try to
boot into Safe Mode with networking.

I tried to reinstall Windows from the DVD, but I says to reinstall (not
clean) that it must be installed within Windows. If I boot into Safe Mode,
it says it can't install windows vista in safe mode.

Is my only option a clean install which requires re-installation of all my
programs? I do have backup of my data. Thanks in advance for any help.

Is the NIC integrated? If is is an add on card try reseating it or removing
it entirely and see if Windows boots.
