Reinstall Win2k with EFS files on HDD

I presume as I am designated as a recovery agent, the answer to that is
'yes'. However my question was really directed at the possibility of a
PC/disk being stolen. In that case would any EFS files stay encrypted if
such a person did a re-install of Win2k, so ensuring the safety of their
contents? For example I understand set file permissions are lost on a
re-install.

Without the key there's no way for anyone to recover the files. You should
be Ok the encryption is part of the file system not the operating system.
