I set up a new XP OS on my system (I can pick from one or
the other at startup) and it wants me to reinstall all my
programs on the new setup -- is there any way to avoid
that?

There are features in Windows XP like the "Files transfert wizard" that allows you to save all user settings and documents. Also, you can upgrade your older version of windows with Windows XP by simply entering the CD while the other version of windows is booted

However, even with the transfer wizard, you're still going to have to
reinstall the programs. All that gets transferred are settings and user
files.
