registry/task manager

When i try starting the task manager or registry editor ,they do not respond
correctly ....both of them will appear briefly then dissappear again .The
task manager will resize to the task bar and nothing else the registry editor
does nothing at all .The same problem occurs with the system config utility .

Any help appreciated ..
