Registry recovery on cold boot

I'm struggling through a baffling computer building experience.

On a cold boot - about 90% of the time - the system shows a registry
recovery message indicating that the registry was successfully
recovered. Also sometimes - maybe 50% of the time - it shows an event
log entry recording an error with the message that ATI2MTAG CPLIB
failed to load library. I also occasionally get spurious blue screen
errors or cold boot. If I tell windows to restart, the system is
generally happy.

I have a new motherboard, new Intel CPU, new memory, new hard disk, and
a CD drive that is a few years old. I'm not running any add in cards.
The system is a standalone system - it has never been hooked up to a
local network or to the Internet. It is running on a clean install of
Windows XP Home SP2 - OEM. The drivers are the most recent from the
motherboard provider and onboard chip manufacturer - loaded to the
system through a USB flash drive. I've run memtest86 through 9
iterations with no problems found with the memory. I also ran DXDIAG
and found no problems.

To me, the system just seems flakey. What am I missing? What should I
try next?

ATI2MTAG belongs to your ATI-based video card. Perhaps you can contact ATI
technical support for assistance with the error message. That may just
resolve your other problems as well.

I have submitted help tickets to ECS, the motherboard supplier, and
ATI. No solutions there yet, so I'm still looking for help
