Registry Key Won't Delete

I'm unable to delete the following dead link from the registry:
[HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{436F4AD7-C95B-4d2f-B0F8-8DC643F7
A200}]

A google groups search indicates that someone else has experienced the same
problem (in XP). The solution, quoting MVP Raneesh, and confirmed by the
original poster: "This CLSID may be created by a third-party application you
may have installed. If you are unable to delete this key, check the
permissions for that key and the respective software is not running. Or,
leave this key as it is."

How do you "check the permissions for that key"?
