Registry Import does not work

I'm trying to update the registry during installation with
a simple batch file. That is referenced in the
[GUIRUNONCE] in the winnt.sif file and it doesn't seem to
update the registry. When the machine comes up, I run it
from the command line and it seems to run, but does not
update. Then I also tried to just click on the .reg file,
and it seems to work fine, but still does not update. I
checked registry permissions and they seem to be set
correctly. Does anyone have any idea what is wrong.
