I have a 2000 server missing all contents from the tools, folder options,
view, advanced settings. I've seen where I can set some of these individual
options via the registry but I just want my list back. Any idea how? I've
checked gpedit.msc and don't see anything there.

What happens if you logon as a new user? (create a new account in 'Users and
Passwords').

I haven't tried a "newly created" user however I have checked several
different users with varying permissions. I can't create local user on the
box due to usage policies. It's a windows 2000 SP4 box. Domain admins get
same results as domain user.

You didn't say but if all profiles have the same issue then the \default
user profile is probably corrupt. Get in touch with your systems
administrator.

I am the Admin that's what sucks! I really think it's a policy of some sort
or registry setting that has been altered. I've looked over the
HKLM\software\MS\Windows\Explorer\Advanced but those settings usually deal
with items within the section that is not even available to me.

I know this will complicate matters but this box is in terminal server mode.
I was hoping not to have to include TS in the troubleshooting.

If policy then it would more than likely be user specific at;
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Possibly;

From your description the tab is present but empty? If so this sounds more
like damage or corruption.

TS may not enter into it unless it only happens when you TS into the box.

thanks. I agree. the following post gets rid of the tab altogether and I see
the tab just nothing in the box of items. I'm going to consider this closed
and see if I have some other options. Thanks for your help
