Please Help Me!
I modified a registry and then reread the instructions and
it was for winxp and not win 2000. I keep getting error
#1606 and can't install any programs because of some
windows installers isn't working...accessing certain files
like administrative tools don't work either unless I
search for them and take from a different place on the pc
than through control panel. Originally the error was
a "1606 could not access network location<common
administrative tools>. all users\"

now it is "1606 could not access network locations %
allusersprofile%\startmenu\programs\administrative
tools\. Please help...what my intent was to update from
win 98se to install a cable modem and wireless router for
my home so that to desktop and 1 laptop could all run at
one time. My pc was not compatible with win 98 and then
all my problems started... please help me as soon as you
can. I can't even get virus protection to run anymore.

Thanks in advance.

Seems clear you cannot restore from a full registry backup you made
before embarking on the editing...

Say what you did. Kept notes right?
Say the KBA article number you were referencing and what you thought
you were trying to accomplish.

I was trying to install a program after I updated to
win2000 and got the error "1606 could not access network
location <common> administrative tools>. all users\"

Went to the MSKBA#315352 and followed the instructions
there for changing the registry. Realized after the fact
that I needed to backup and did it for XP not 2000. From
what I can find there was nothing for 2000. Now many
things have happened and the error mssgs I am getting
range from "1606 could not access network location <common
administrative tools>. all users\" to window installer
problems, to unable to find anything in My Docs (unless I
access it through "search" and take one that is located in
a different file path...such as c:\, c:\documents and
settings\defaultuser, c:\documentsand settings\....copy or
c:\windows\personal...I don't know why so many and such
weird spaces...I do know that it seems the target file
path has changed and I believe it is because of the
registry change. Other problems such as not able to
access admin tools via control problem but can access via
shortcut from "C:\Documents and Settings\All Users\Start
Menu\Programs\Administrative Tools". Does this make any
sense. I have printed out all that I have done I think it
is all there but not sure how to reverse it and make it
all better. Hopefully someone here can help me short of
having to reformat my whole computer....OHHH NOOO!

Thanks for your help

I've never (nor recommend) upgrade OS to OS in-place, so I can't say
what you had.
Went to the MSKBA#315352 and followed the instructions
there for changing the registry. Realized after the fact

FWIW W2K ("clean") has no such entry in HKLM...\User Shell Folders\

After backing up I suggest you try:
In
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer
\User Shell Folders\
you remove the valuename "Common Administrative Tools"
Then confirm that in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer
\Shell Folders\
"Common Administrative Tools"
exists and is of Type: REG_SZ (string). And has for data the fully
qualified path to the folder. Here for example:
"C:\Documents and Settings\All Users\Start Menu\Programs
\Administrative Tools"

Also check in HKCU:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer
\Shell Folders\
"Administrative Tools"=
(REG-SZ) with date _similar_ to:
"C:\Documents and Settings\USERNAME\Start Menu\Programs
\Administrative Tools"

That may or may not resolve the problem. YMMV.

Thanks for your reply...however before I continue I want
to clarify the following entries surrounded by ().

(I've never (nor recommend) upgrade OS to OS in-place, so

(FWIW W2K ("clean") has no such entry in HKLM...\User
Shell Folders\)

I did a backup of the registry and the entire computer
last night. But now I can't burn anything from the cdr
either....OMG...So need to see if I can email the back up
to another machine to burn it from their. Could you
please explain those comments in (). If I could post the
file I saved with all the errors it would be so much
easier for you to read what I was trying to write. Let
me know if there is anything else for me to say. Thanks
for all your help and keep your fingers crossed for me
please. Thanks!!!!

You said something I interpreted to be (at the time) a system
upgraded in place from one OS to another. Disregard if not the case
there.
(FWIW W2K ("clean") has no such entry in HKLM...\User

What?
For What It's Worth Windows 2000 cleanly (fresh) installed has no
such entry (valuname=Common Administrative Tools ) in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer
\User Shell Folders\

Where that is referenced in the KB article you said you mis-applied.

[snipped the rest]

I must not be answering the question you are trying to ask.
I thought you did something to W2K based on a KBA for XP and wondered
what you changed that might have caused the problems. The
instruction (for XP) for a valuname at the specified location seems
to me to be a possible cause, since that is not normally present in
W2K. I was not attempting to address your observed symtoms directly,
only the possible bad registry edit based on an incorrect KBA.

That's really all I have. Perhaps a fresh thread would attract other
responders.
