Registry Corrupt

While trying to install a Norton Antivirus upgrade, I was given the following
message: "You do not have access to the registry key HKEY_CLASSES_ROOT or
one of its subkeys. Please change the permissions then launch setup again."
When I tried following the instructions for changing the permissions I
realized that I did not have an Administrator group or a System group, which
were both required. I tried to add these, but before i did I made sure the
system had a good restore point and I made a backup copy of the registry.

After making the changes I was no longer able to access any Icons or Apps on
my screen. Even in Safe Mode I am unable to lauch the Registry to restore the
backup. When I try to run an App I get a strange message which states "This
file does not have a program associated with it for performing this action.
Create an association in the Folder Options control panel." So I have been
unable to run the system restore or restore the backup of the Registry.

Is there any way to get the registry restored?
 
Thank you for the info, unfortunately this solution will not help me now. My
issue is the fact that I cannot get most of my applications to run, even in
safe mode. I am able to do things like view files, but I cannot launch
regedt to restore the Registry backup I have. I can't even use the control
panel to create a new profile. I've never heard of a problem like this
before. I"ll keep looking but in the meantime I am pulling my data of this
drive and If I don't get anywhere soon I will use the System Recovery disk.
