Registry Bad - Sys has No Paging File

At Restart/Power-on time I receive the following error
message (right after Logon):

Limited Virtual Memory
----------------------
Your System has No Paging File, or the Paging File is
too small.

This situation happened right after I was hit by the
"SoBig" virus. I downloaded & used the Removal tool for
SoBig and now it is not on my system. I subsequently
installed "Norton Anti-Virus 2003" and alos applied a
Patch from Microsoft.

I can't say for sure that the SoBig virus messed up my
Registry values for Virtual Memory, but this is the problem
I have now.

I check my virtual memory size and it looked fine:

Initial size: 768MB
Maximum size: 768MB
Current size allocated: 20MB

I have 256MB RAM in my system (Dell OptiPlex GX400).

The "Current size allocated" value of "20MB" doesn't
look right. I tried changing the avove values (512,512)
and clicked "SET" but the "Current size allocated" still
stayed at 20MB.

Anyone have an idea what's going on & how to fix this
problem? Needless to say I can't run much of anything
without windows freezing.

in the folder "Memory Manager":

Another piece of information is that right after I Click
on a program Icon (or other Icon) I get the message
something like:

"The system has created a Temporary Paging File ....."

AFAIK it's always one of two things;
The drive permissions changed or the drive letter has changed.

1.) Make sure that the System account (NT Authority) has full control of the
%systemdrive% and or the drive your trying to put the pagefile on. My
Computer|Drive|File|Properties|Security|Permissions

2.) From a command prompt
echo %systemdrive%
make sure it agrees with the original install. If not

Check the Permissions (ACLs) on the c:\ folder.
Ensure that SYSTEM has Full control.
Do not propgate the ACL below the root.

Check for sufficient Free Space.
Defragment the drive.

The "SYSTEM" account was not defined on my C: root
directory. I defined the "SYSTEM" account with full
authority and that fixed the problem. The Paging file
was now set at my last settings (512,512) and the current
size was 512MB.

Mark,

The "SYSTEM" account was not defined on my C: root
directory. I defined the "SYSTEM" account with full
authority and that fixed the problem. The Paging file
was now set at my last settings (512,512) and the current
size was 512MB.
