regestry files

"This file does not have a program associated with it for
preforming this action. Create an association in the
Folder Options Panel."
-does anyone know what to do. im REALY stuck!. I think im
missing regestry files but my computer didnt come with
a 'windows disk' to restore the defaults!!
 
When does this error occur?
