regedt32 won't open

If someone out there has heard about this issue. I have WinXP Pro sp1 and regedt32 does not want to run. I tried searching for Regedit.exe and it's not there. Other than this, my PC runs great. I keep up with all Win updates, Norton virus definitions and scan for spyware on a regular basis. I remember getting 1 or worms before from a download but Norton's Realtime protection took care of them.

regedt32.exe is under C:\WINDOWS\system32\

regedit.exe is under C:\WINDOWS

What does "not want to run" mean? Does it load and display its window but
is unresponsive so you cannot scroll through the hive tree or drop the menus
when clicked? Does its window never appear but you see a regedit.exe
process listed in Task Manager? Regedit.exe now has all the features of
regedt32.exe, like security settings, so you only need regedit.exe. Running
regedt32.exe will load it momentarily and then it loads regedit.exe and
regedt32.exe unloads.

What happens when you run regedit.exe? Get a window or not? See its
process in Task Manager? Get an error message telling you a setting
prevents its use? If you get a popup error then it could be that registry
tools have been disabled on your system. Go to
http://support.microsoft.com/ and search on "DisableRegistryTools" for "All
Products". Only one KB article comes up. It says it is for Windows NT4 but
it might still apply to Windows 2000 and XP.

discussed and solved. Rather than do the above registry edit, you can
enable/disable a policy for registry tools.
