After running regedt32 and browsing, I exited. But when
the computer was restarted at a later time, the desktop
was blank. The only way to even look at folders is by
creating new task from Task Manager. Neither regedit or
regedt32 can ran. When attempting to ran either one of
them, the message:"This file does not have program
associated with it for performing this action. Create an
association in the folder options in Control Panel." But
I can't access the Control Panel. My guess is that some
kind of change is made inadvertently. Is there a way to
restore the system to its earlier state?
Thank you.

I would try to run a repair install by booting from the install cdrom and
following install instructions until you get to where it asks if you are
going to do a new install or repair existing installation where you would
pick repair and follow prompts and select fast repair even if you do not
have and erd disk. If that does not work you could try copying the contents
of your \winnt\repair folder [except the sam file] to your
\winnt\system32\config folder after backing the \config folder to another
location. If that works you may find some things not working as they should
and may need to reinstall some applications since the \repair folder
contains the original install copy of the registry or try copying individual
files in a trial and error fashion one at a time from the backed up \config
folder to the \config folder to see if that fixes any changes without
reverting back to your original problem.
