I am trying to prevent the installation / modification / etc. of the desktop
wallpaper, which would include ANY type of file, BMP, GIF, TIF, etc. Does
anyone know if I were to make the following registry key READ-ONLY

HKEY_CURRENT_USER\CONTROL PANEL\DESKTOP

Would I be causing problems down the line, or does anyone have a better idea?

You forgot to tell us if this is a standalone machine or a domain member. If
it's a domain member, set this option using Group Policy on the server
instead of changing the registry key. If this is a standalone machine (or
just a Workgroup member instead of on a domain), use either Doug Knox's
Security Console or SteadyState.

Thanks for the info, but GPEDIT does not completly lock down the desktop.
Ideally I would like to find a different way to do it but so far I haven't
been able to... except for the registry setting. So, original question, if I
set this to read-only does anyone know if in the normal operation of Windows
will this affect anything?
 
I think I'd be tempted to just try it & see what
happens. I just tried it here and absolutely
nothing went amiss, that I noticed, but I only
experimented for a few minutes.

Worst case, you might need to use Safe Mode to
reset the read-only bits I guess.

IMO all it would do is generate an error
message if/when someone tried to change it, and
word of that would spread pretty quickly amongst
other users, I suspect<g>.

Yeah, that's what I've been doing but testing doesn't always show everything,
no matter how hard you try.
