Regedit & Task manager disabled by administrator

I want to use regedit and taskmanager but when I run the regedit or
taskmanager, one message is appearing the your regedit/taskmanager is
disabled by your administrator. How can I enable? Please help
 
Also note that Malware turns on these restrictions.
