You can also check if your Content advisor is ON or if you have any
software for the so called parental control.

If you don't ,contact your Internet Service Provider.

Assuming you trust PayPal add it to your trusted web content zone and set
the security for the trusted zone to medium low. Use tools/internet
options/security - trusted sites. The select sites and add PayPal.com being
sure to uncheck the box for "require server verification". The link below
may help by explaining more. You also may want to check your "privacy
setting" in tools/internet options/privacy and set it to no lower than
medium if problems continue or add PayPal.com to the list of sites exempt
from cookie rules. It also is a good idea to clear you temporary internet
file and cookies when you are having such problems. You can use
tools/internet options/general page to that and then close and reopen
Internet Explorer. You should also scan for viruses and spyware. AdAware SE
is a great and free for personal use program to check for and clean spyware
though no one program will catch all spyware. --- Steve
