Zone transfers are on a PER ZONE basis so when you "install the DNS server" there are no zones to transfer by default. When you create a Primary Zone under Win2000 it defaults to allowing them to any server. When you create a Primary Zone under Win2003 it defaults to allowing transfers to any DNS server listed in the zone (NS records.) Why do default's interest you? Install and then configure your server as desired.
