Refresh doesn't work with MSIE 6.0 on Windows XP. New PC.

New PC. Windows XP. I make a change to Version I of my web page,
creating Version II. I FTP Version II to the server.

I use a PC at the public library and I see Version II.
I use my neighbors PC and I see Version II.
My own PC still shows Version I.
I delete temporary internet files. I REFRESH, I even re-boot
and MSIE 6.0 still shows the old Version I. ??
What am I doing wrong?

You are being served by a caching server which isn't checking
the host server properly? Notify your ISP.

BTW pressing Ctrl-F5 should be equivalent to deleting your TIF
for that page. That means the caching server is looking at the
URL and not just the checking the Etag; so there is really nothing
that you can do as an end-user. However, depending on what your
host server can do for you you could try appending a question mark
(to make the cache think that you were issuing a new CGI request.)
or if your page is also served by an https server you could try using
that protocol instead.
