I keep getting an error message "unable to complete
format" When trying to reformat hard drive from XP's My
Computer section, right clicking on "C" drive and
choosing format. Is there another way to do this or do I
have a bigger problem?

Is C: also the partition where resides the operating system that you are
trying to make erase itself? Can't do that. Can you take your socks
off without first removing your shoes?

Boot using the Windows install CD where you can delete and recreate the
partition and/or format it to perform a fresh install.

You have to boot from the Windows XP install CD. Set your BIOS to boot from
the appropriate CD drive. Save the changes and allow the system to boot up.
Stick the install CD in the drive you selected and reboot. Follow the
prompts to partition, format and install Windows XP. Do a Google for "clean
install of Windows XP" and you will get all kinds of information.
